I have a question.

Imagine I have a website in English. DogsForSale.com

In German the word for Dog = Hund.

Question, does it make sense to have a link on a German website about dogs in German, to the English domain, with an anchor text 'Hund', for example?

I would imagine: YES, because Google knows that the translation of Dog=Hund.

I would also think so. Yes. And also it depends on which keyword you want to popularize in google Dog or Hund ? which is your target market etc ?

I am English, have an English website and want to target English customers. The idea is that links from German domains might help if the (con)text in the German domain, are translations that 'fit'.

I can't swear by this, but I think I did get a boost in ranking from a Dutch language site that linked to our English language site.
