I've seen in other threads the name mentioned, so I'll mention it too. Press releases from PR Web can contain anchor tags linking back to your own web site. However, the anchor tags look like this:

<a title="My Company" target="_blank" onclick="linkClick( this.href );" href="http://www.mycompany.com">My Company</a>

(BTW, I didn't try to figure out what the function linkClick does, but clicking on the link does take you to that website.)

Let's say that this press release winds up on a certain weblog. So far as search-engine rankings are concerned, will this count as a link to My Company's website?

yes. It does not contain a nofollow-directive, so it'll work.
the onclick-eventhandler is a nice way to do linktracking, basically, users who have javascript disabled and search engines get a "real" link, while users who have javascript enabled will run the linkClick-function (which will probably ping the server or run a script that will redirect to the url)
