I notice that there is not a lot of sites that one can place articles that are specifically targeted to local visitors.
So my idea is to create a local resource site with mostly articles on a specified category.
By 'local' I mean the authors are from the same locale and the topics all have some tie in with the region as well.
For example, if you are in 'Miami' and the category of the site is 'health' then the articles will be in the subject of skin cancer, how to find the dentist in Miami, where to go in case you have a complaint with a health practitioner, changes in legislation that affects that community, where to find the best natural foods, local organic farms, recent health issues.
ie. these are all topics that would not be appropriate in a national audience.
This will create a central resource where people interested in health related subjects can get information.
It will also create a site where local business owners can place articles and link back to their site. By having business owners all place information on the same site it will create a pseudo 'peer review' state where they are more likely to be more truthful in their content.
To support it I would have as minimal advertising as possible to pay for the hosting costs. This is not a revenue generating venture, only a site that would have a high degree of trust and authority.
Is this a good idea or is it a failed idea?

i think it's a great idea; but i don't think you should do it for the sole purpose of passing page rank; you could definitely build a community like this and possibly monetize once you've got a big enough following;
