I know it matters if the links are of good quality etc. but lets say they are all of average to good links. how many per week? month? year? whats a good range? anyone know?

If you develop a cure for cancer, its natural for your site to get a high number of links in a very short period of time.
If you are selling a mundane product where you are competing with a gazillion other competitors selling the same product, search engines are smart enough to determine if you are aquiring links slowly and naturally.
Forget about the numbers. Produce unique content and solutions that your product or service provides to the end user. Obtain links with other relevant websites in a natural volume over a long period of time.
Search engines are TRENDING how often you obtain links. Don't give them a reason to downgrade your rankings because you obtained links in a rate that is unnatural.
