Offering customers discounts for return links

Isn't this a form of paid links?

I have seen a few sites lately that offer a discount based on the # of links that you give them. Give them 5 links, get 5% off. Give 10 links, get 10% off. Isn't this just a form of paying for links and if so how do you think google would view this strategy?

Thats what i thought too, I think these are paid links but I asked in case i might be missing some angle here :-)
