If I can get as many link exchanges as possible with sites who don't use a rel="noindex, nofollow" and I use the noindex, nofollow on them, will this benefit my site?

If you find site owners who are too inexperienced to look at the source code for your links page, I'd say the value of your inbound links may be questionable.
Why would someone want to trade links with you when you're renegging on part of the deal?
