Are Directories that reqiure a reciprocal link Link Farms?

Hello everyone,
I have learned some link building knowledges those days.I know the link popularity is very important to any web site.But before building link pop,i have a qeustion still cann't clearly.Anyone know the directories which they asked a reciprocal link is a link farm?If you know it,please help me.Thanks!

To me, a link farm is a web site which has no real "content", rather just URI links to external sites, eg: a directory. While some directories may have a useful purpose, such as perhaps a directory of car dealers in an area, many offer no useful purpose.

Thanks to Matt.So quickly answer my quetion.Is it means the link from directory which based on related category will not be consided as link farm by SE?

Simplify the question. Is the link from a particular site a good one? Then answer it using the parameters of, what defines a quality vote?

Link farms can typically be defined as poor or low quality organization, with high volume number of links, and many times the sites listed in the farm are of poor quality themselves.

Watch for human editorial control and organizational features such as a method to easily browse the links or search by keyword.

You can also ask yourself, "do these links benefit the end user of this site"? The answer to that question is usually obvious.
