After reading through some of googles webmaster tools, it seems VERY important that other websites link to yours.

Ok, I've got aboutus.org. Check.

Now what?

I'm working with an industry that is pretty cut and dry. They are either BIG sites or tiny little first website attempt front page wizard creations.

None of these have link swaps.

So - after reading through here. Any suggestions on how to create recip links other than creating other pages on different hosts under a different name and linking my pages together which is to say the least, expensive - very time consuming - probably NOT worth it and worse: Black Hat (although some would argue but with this as the only intention, it is)

I can't even find paid inclusions on the big boy sites. The only thing you can do is run adds for about $100 per month. Yikes.

Would you be able to add content?

If yes, see who links to the big sites in your area. Contact them and suggest your content-rich site.

Take a breath. It takes a while to succeed.

Apart from recip links, you can try acquiring few one way links by submitting your websites to web directory, If your website are not with much ads there is chance for getting listing in more directory.try posting few small post with a link in related niche blogs, writing few articles and submitting to article directories and participating in social networking websites.

Can you write? Write a few articles and submit them to article directories. You might get a handful of links that way.

Make your site credible and professional looking, and linkers will find you easily enough. It can be slow to start, but this soon picks up speed - so it's really not worth worrying about.

Actually, the hardest thing for me is deleting all the pesky link swap emails, I get too many.
