When is it time to hire a full-time link developer?

I have tons of content sites now and I think it's about time to hire a full time linker. I was thinking of going to the local community college and pasting some fliers or posting on CL. I feel like paying a set amount per link (based on PR) would be the best way to pay to make sure someone works their a** off.

Those with full time SEO in-house, what do you do? How do you pay, how do you train, etc.?

Where I used to work we would go to the local university and take a few students on a gap year that are studying in the computer department and hire them for full time link building.

They were paid a basic wage, not on a per link basis - only trouble is they become so bloody good then you have to let them go at the end of the year!
