Have site PR7 that wants to trade links and I want to know if this type of links passes PR/helps my site at all? Here is the URL:

http://www.example.com/cgi-bin/link?http://www.example.org/

Does this help site example.org?

That depends on a few factors, e.g. whether the redirect script is excluded by robots exclusion, and what HTTP status code the redirect uses.

No robots exclusion and a 301 redirect would give you a fighting chance ;)

First be sure the site is of potential interest to your visitors, and is on topic for your niche.

If not, the risk does not justify the link.

I'd also explore the site a little, to be sure you are happy to recommend it.

And I'd say the same for any reciprocal link, these days :)
