If there is TR Trust Rank there must be SR Suspicion Rank.
I beieve that if SR does exist, then it will be basedon the number of outbound links that go to unrealated sites. What you are doing by this is causing the google bot extra work, thus you are penalised. Thus outbound links count, and you will in fact be rewarded for linking to related sites, and making the googlebots life easier. But not with PR but with TR.

Of course, as well as PageRank there is also AntiPageRank. When the two meet they emit some gamma rays and a couple of random blog entries.
