I would also advise some homework into the Google 'Big Daddy' update for current linking parameters.

Much info is 'pre-BD' and may not be valid any longer.

Finding the valuable links, How can we measure that value of links in the long term usage? Normally it takes a lot time for Google to include that links into their index.

Go after links (websites) that will drive quality traffic and branding. That way you get direct traffic and increase rankings. It worked years ago and works today.

Find websites who have visitors that would be interested in your product.

Develop your site into one that provides something different than all of the other sites in your niche.

You will then find that you can ask other websites to link to you, or better yet, they will without you knowing :P

The best way to find a valuable links which I am using so far for my websites is as follows:
1. Search for the targeted keyword in Google, Yahoo and MSN.
2. Try to find out the inbound links for the top 5 websites.
3. From there you can visit the websites which is linked to the top 5 website and make a link :). Very easy.

Yes, i am also a new webmaster that values the SEO world, but i was wondering, if you placed links into your directory, but had no link back from the link you submit, does that help you in anyway as far as moving your PR, or does it hurt you. Thanks

Qikker,
Welcome to the world of SEO. We have spent the past 7 years learning, relearning, researching, developing and redeveloping strategies on finding valuable links.

I suggest you stick to finding relevant sites with quality content. In addition, its a good thing to consider the following:

1. anchor text
2. location of your link
3. url the link points to
4. length and description of your anchor text

Hope this helps. You can always send me a message if this post raised more questions.
