Getting Links From Authority Sites

Best Way To Do It, And Does It Work?

On the website of a supposedly top SEM firm, they tantalizingly suggest a great tool (but do not provide it, unlike a bunch of other tools they provide)-- here is how it supposedly works:
- start with your top key phrase
- find the top ten sites listed in SE of your choice for this phrase
- find all sites linking to these ten sites
- Analyze all the found sites to find ones that are linking to 3 or more of the top ten sites
- Voila, these sites are the authority sites. Go get links from them and watch your site zoom to the top.

My two questions:
- does this work as well as they claim?
- if so, is there a program out there that does the analysis? (No, I'm not looking for something that generates spam emails). I have an inkling that Optilink does this, but I am not sure.

No question it isn't a magic pill. I am well aware that tons of other factors go into building a site that does well in search. But on the SEM site I was looking at, it was definitely being pitched as the pinnacle of link building, (along with presell pages)- to the extent that one engages pro-actively in link building. Do you think that's true?
