I have a good PR 5 site. I haven't been actively doing link request but am wanting to start again to try to up my rank to 6.
My question is ... is it worth my effort linking to anything 5 or less? I was thinking of dedicating one of my staff to do links at least 2 days in a week. Does exchanging links with a PR 5 cancel it out (I read on this forum that it does?)
Also if the site I link to is PR6 but the page they put my link on is a 4, is it any good? Do I need to be linked on a PR5 and above page to get anywhere?

I am not very experienced in the linking game yet, and I am sure that more knowledgable people will have much more to say, but one thing I learned so far is that 'giving' pays off. That said, you have to be careful about the overall quality of the site and not link to junk (regardless of PR)
G! and Y release very little about the intricicies of their algorithms and how they read and use various links.
My feeling is that today's PR 2 could be tomorrow's PR 7.
Because so little is known, at this point I will take a link from any reputable site. I will link back to most too until there is sufficient evidence to prove otherwise.
But, everything I say is also speculation.

I have relatively few outbound links (compared to incoming) and I choose them very carefully.
I look for the very best, most informative pages I can find and link to those,
again without regard to PR. I think this has served my site and its visitors well.
Who knows? My own PR may have benefitted as a result. Best - Larry
I only had 3 outgoing links(to my own websites) and 1 incoming link(from my own website) and my PR went from 0==>2==>3 (now)
I have only started my link development recently.
I think, PR mania is waste of time and money making machine. All what it matters, who are you and what do you have worth for a search engine.

We'll I haven't been actively doing any link exchanges yet have been able to get to a PR5. However I think getting from 0-3 may not be that difficult but I heard 5 to 6 is tough and 6-7 is even more.
Do you agree with this? And if you know why that is so, please do share.
Picture someone running a mile. In the beginning, they can easily go from doing it in twenty minutes to ten minutes, ten minutes to five minutes, five minutes to two minutes... but the better they get, the harder it becomes to shave time off the mile and consistently hit their best time.

But the meaning of PR is exactly what it matters for you! It's a timely static indication of what your page (site) is worth for Google.

No way. The Toolbar PR you are looking at is three to four months old. What is timely or accurate about that?
Furthermore, anyone can purchase a high PR link to push up their toolbar PR but that metric will still be worthless because it doesn't take into account the hundreds of other things that the algo is considering for what constitutes a good valid link as well as relevance.
Just the other day I counselled a client to not purchase a link from a certain niche directory because, although it was a pr 5, the directory was daisychained with several score of other directories and niche websites, all hosted on the same server. Their only legitimate link was one link from DMOZ, and the rest were in crappy neighborhoods. Depending on the Google toolbar to make important business decisions is one of the worst things to do.
Even the Google engineers are on record (in an interview with Mike Grehan) stating that the toolbar does not represent an accurate measure of what Google thinks about a website. So if you don't believe the search engineers, I really don't know what to tell you.
Also if you use the correct Anchor text while linking to a PR0 or whatever website related to the content, you will see the difference over a period of time.
