Also, If the above is true, and/or if anyone has some additional insight, would 'time-to-be-indexed' be similar/different if a website with PR0 had only ONE backlink, which was from a PR5 vs. having only ONE backlink, which was from a PR4 website?

Well it depends on the position of the link on that PR 4 website...If it is on top of the page, it can be indexed within 1-2 days..If it is way down towards the bottom, can take upto week....but no more than a week....

Getting spidered quickly is good. Ranking quickly is better. ;-)
Get good, relevant links.
Get as many as you can, within reason; not thousands overnight, but more than ten. Not all recip links, preferably. One way IBL's are better. In all cases, get relevant links, for now.
Go lightly on buying links, except maybe from big directories. Still worth a look at the PR of the pages you're buying from, if you're buying (PR is an unreliable indicator, but some mega directories lately have lost PR on some pages, and it's probably meaningful).
Build relevant links, over time, as any good site would. Send personal emails. Make phone calls. Talk to people.

Now, the next question is, assume the PR4 webpage is the homepage VS. a sub-page on the same domain.....Is it the same amount of time to get index, regardless of what page you are on, if both are PR4 webpages?.....or does the, top of page link vs bottom of page link idea play a role here?
How many links, is too many links on a page? Example a PR4 webpage links to 10, 15 or even 20 other domains per PR4 page.

Hey guys let me know if I am wrong PR is really determined by links i.e. backward links to your site, you can buy links or you can solicit them, but first be very sure to determine what are the benefits you would like to accrue from doing this,
Is it driving traffic to from another site to your site or is it to pass along PR to get to the top for some keyword term or phrase. Remember if the keyword is competitive other publishers are doing the same thing you are doing.
If its just to get spidered quickly just go the PAID SUBMISSION ROUTE. You cant lose with that option.
But my? for Martini is does it make sense to actually buy links if you want to achieve the latter of the two options..

I have found that the PR of the site that links into it doesn't seem to matter, just as long as that site is spidered regulalry.
