Putting links on a links page is fine but I like to place my out going links in with the content of my site (say at the bottom) but you cant really do it for a website thats selling things.
I wouldnt put links on my home page unless they are paid or really like the website.
I dont like being placed on a links page I like to be in with the other websites content just like what I do. Just makes more sence for my readers.....!
I mean, after they have read the article they can click on an ad or a link - what ever they do they will be leaving that page Im sure if they like what they read they will find something else to do on my site.
1 - Two or three links i place on my first page. I dont want to waste my pagerank.
2 - On deep pages i will place a little bit more links, about 5. The same reason - dont wanna waste PR.
3 - I will create separate "Lins" page, that will be the kind of little directory. And there I will have low PR link partners. (amount doesnt matter i think)
I thing this will be a good mix, that will work best.
And what do you think about it?

Don't think in PR, think in votes as in the original PR algorithm. When you have 10 links on a page, 5 of them going to your own pages, and 5 of them to other sites, you will loose half of your page votes. The PR value you see in the toolbar is a logarithmic value of the votes (with a base value somewhere around 8). With 50% outgoing links a PR4 page will go down to approx. PR3.6 which you won't see in your green bar because it still may be rounded to PR4, but you do loose half of the votes. Therefore 5 outgoing links on every deep page will certainly affect your rankings.
