I would like to purchase a textlink from a web-site that has PR 6. However; this site has rank 1,000,000 on Alexa. Is this a wise investment?

Not if you care about traffic. Unless you're only paying $1 or less.

How many backlinks do they have at Google?

Maybe they are just redirecting PR to that site from a site with a high PR. Be careful.

Don't use Alexa as a barometer of traffic.

Part of the problem with any kind of advertising is that Google makes mistakes, and will burn your website as collateral damage. This has happened to several members who did a link exchange, purchased advertising, and another one who put a listing in a classifieds.

But getting caught in a net doesn't seem to happen on a large scale. And most link text purchases fly by under the radar.

Buy the link if it makes sense and your target market are on the site but do not buy a Site wide link no matter how much of a bargain it is.
