If I had a site in another language, say chinese how would I do a link exchange campaign? Would exchanging links with english sites trigger a penatly at G? I was thinking maby outsourcing this

There would be no penalty, but there would be not much positive effects for links from websites in other languages. Just find sites containing your keywords in your language.
