About forgetting the calcs I'm not sure that has sense at all. If you trade 100 links all deficient in your return of PR, your popularity will decrease.

From what I understand silver, you're being offered a link on a PR3 page with 1 other outbound link in exchange for a linking to them from your PR4 links page with 20 other outbound links.
I'd go for it. A link is a link and you'll benefit more from it than he will regardless, he has fewer links so the PR is dispesed less, also as there will only be 2 links on the page once yours is added, as opposed to 21 on your links page where they are located, you may actually get some traffic from their site while they most likely will not recieve any from yours.
