The problem is, we get scores of link requests every week from low PR sites. As a policy however we do not link to any web pages that are below PR4 and don't have some degree of relevance.
Any ideas on how to get this on a fast track?
To get higher value links offer people to exchange (perhaps three way) on some better pages of your site.
You might also consider buying links.

That is very very true.
I routinely turn down turkey stuffed pages. I'm offering pr 5 pages with a few partners in them and get this- my aff links in there convert on a regular basis so I reckon my link partners must be converting their traffic, too.

What do you mean by three way links?
I particuarly like the idea of offering a few links on each of my high PR internal pages with other sites, as long as they are revlevant and add mutual value.
It is just a method to conduct an even exchange without a direct recipricol link.
The reason I mentioned it is that the extra hassle probably isn't worthwhile for linking together pr4 pages but might be for pr6's.
BTW I am not necessarily advocating three way linking, I do not have enough experience with it to know if it is works well.
