Then the 'links directory' becomes an 'article directory' which is another way of saying a ton of relevant content with handy resource links!
This way google will hopefully think that the site does have some useful info and give it a PR incentive for providing such content.
This would essentially be a mini information directory once everything has been said and done.
Then you can pretty much accept links from all kinds of partners without worrying if your relevant or not.
Not quite sure what you meant in your last sentence, but to do this properly takes quite an effort, I'd suggest keeping quite strict guidelines on numbers and relevancy (to the page, if not the site)
I should have been more specific. You won't need to worry about google not giving the page credit because it isn't related. Now that you have combined the links and content it makes everything relevant.
When I trade links with a site that is a diffrent topic then mine (e.g. health) they refuse because its not related to their content.
This way this has a better chance of enticing them to link because you have essentially created relevant content.
