I have a pretty popular site that deals with numerous and diverse topics. On the main page of each topic I have put a "link to us" thingy. Not one taker in a couple of months.

Once you got decent PR (at least 5) you will get some reciporical requests. If you get to a PR 7 or higher you will probably end up removing it as you will attract the PR hunters.

Can't hurt, can it? It'll take you 10 minutes to do some cut-and-paste code and a few logos...

I think your results will depend on your niche.

It can help ensure that the link text they use is what you want, with appropriate keywords.

After you post a link to us link, you should also advertise it in some webmaster sites if your site is non-webmaster related.
e.g. If you have a pet site, most of your visitors are interested in pet and do not have a website. Who will link to you if you don't let other pet site's webmaster know that you are willing to exchange link?
