Detrimental or beneficial links

I am looking at contacting some websites for links. I have the following questions:

1. If I link to a site that has no links to it on Google and page rank on Google of two to three, will this be detrimental or beneficial to me
2. If a site has a rank of 0 with say 5 to 10 links, will this be detrimental or beneficial to me

All links are themed for both points 1 and 2.

I think point two would be detrimental but just checking.

any link pointing to your site will be good for your site.
Since that site is effectivly telling: that's a good site.

Allthough it would also be true that a link from a site with PR0 will be less important then a link from a site with PR6.

This doesn't mean you must start a link-farm though, because the moment it is discovered to be a link farm your site will be punished for it...

Also:
Don't only look for links that will increase your ranking in the search engine's.
Also look for links from site's where lots of normal people might come from to your site!
Not all traffic needs to come from search engine's!

I dont understand how a website can have a PR of 2-3 with google but not be linked from google?

Obviously this website is linked from google or is about to be! I would link to #1 because they have better PR than #2. Unless you have a higher PR? Then you would be better off finding sites that have the same or better PR than you!
