Link from one page or many?

I have a site with 50 pages. Most of them have no outbound links. Currently, I use this site to promote another of my sites, sending PR with it. There is only an outbound link on the home page.

Should I put links on many pages or just the home page? What is the difference between the two in terms of Site 1 PR and Site 2 PR?

a link from the index page will be a stronger one, but you can also use other pages as well

Questions:

1. If I link from the home page AND the other pages, will it transfer more PageRank?

2. If so, does this mean the overall PageRank of the site with outbound links will go down?

1- yes

2- no, I assume you are only talking about one additional link leaving the page so that shouldn't harm the PR on that page

I've heard that Google ignores or even penalizes for linking to e.g. domain A from every page of domain B.

Is anyone able to confirm or disprove this?
