Targeting libraries for link popularity

What would be the best way to approach this

Our client runs a site designed for high school students and targetted specifically to New York state. We want to increase link popularity and one idea would be to target all the public libraries in the state with websites, there are probably about 150 or so. We would like to get a link on their resource pages, but I don't want to just email all these libraries and hope for the best. The site is a subscription site, but since at least 2 libraries already link to our client, I don't think its unrealistic to get a good percentage of the other sites to do so as well. I was thinking of sending a letter, maybe on the clients letterhead, but I have no idea what our approach should be.

If you're in it as a long term endeavor, don't approach this in terms of Link Popularity. Approach it as a mutually beneficial partnership.
