Sometimes the colour variation between programs is very frustrating - so it is best to take 1 as a base value.
If you're planning on doing a lot of web graphics, I'd suggest investing in Fireworks... since it's put out by the same company as Dreamweaver, the color compatibility should be better, and the overall graphics capability will certainly be better than PowerPoint.
I actually have Fireworks. It's just that Powerpoint, oddly enough, has a special 3-d effect that I started using for a site a while back, that I don't know how to duplicate in Fireworks or Photoshop. I'm sure it's possible, but I just find it easier to use the old files that I have saved from Powerpoint to make any new files with that effect. But I no longer use that program for any present or future projects.
