Animations in any format will take longer to load than a static version at the same resolution - that's the nature of the beast.
I would have to ask you to be a bit more particular in you post, what do you need them for? Flash animations used well can make very tidy banners that do not take up too much of that vital bandwidth. Animated Gifs are usually difficult to optimse for anything over 10 frames so should be avoided IMO.

The problem here is there are a percetage of users who do not have flash player installed so cannot view the file.
On top of that there are browsers that can disable animated gifs!
IMO flash works better, it is more durable and easier to create and edit for larger banners but for simple smaller animations such as rotating text maybe animated gif would be a better option.
A warning though, the page might start to look over burdoned with graphics will download much more slowly with lots of animated gifs or repeating flash movies - this can be a real turn off for many users - especially webmasters ;)
