I was looking into converting a PAL video into NTSC.
I was exploring two different options:
1. Purchasing a converter and just recording from tape to tape.
2. Purchasing a graphics card that can support PAL video in and using Adobe Premier or other software to edit it and output to NTSC. The added bonus of this is it will let me edit the video as well as burn copies to CD in whatever media format I want.
I'm leaning towards going with the second idea.
Can you please advise me on which graphics cards are capable of doing something like this and which of them are the better ones to use.

No experience in that area, but it seems like any card would work fine if it came from a reputable company and allowed PAL input.
