How do you find someone to make web templates

I can do html & programming, but I'm not a web artist!

I have a couple of web design jobs coming up and I am in need of someone who has real talent for doing professional-looking web templates. All I've been able to find, however, is companies that want to do the artwork AND the html/programming. Does anyone have any hints about how to find such a person/company? I would prefer to find someone local to my area, so we can meet face to face and establish a real business relationship.
