I am looking for a program that will create an image
about 600widex400 wide or so, usually the ones I see on retail sites which can scroll left and right on current specials.
Flash? Or otherwise...
any recommendations?

This won't create the images but will do the scrolling display: jQuery Cycle Plugin. Easy to drop into a site - you add the jquery script and plugin code to the head of the document, then just upload the images. Uses the image tag plus some css along with javascript.
You create your images however you would normally, in Photoshop, Fireworks, etc.
