Problems opening up SVG images

Works fine on Wikipedia, but all jacked up for me

I'm having a problem opening up SVG images.

For example, I saved the .svg version of the Pureto Rico flag from Wikipedia [en.wikipedia.org].

I then tried to open up the file in Adobe Illustrator.

I know that the same svg file is creating all the Puerto Rico flag image files on the Wikipedia pages, but the image is opening up all messed up in Illustrator.

Is this me, my software, or the svg file?

That file is a PNG file. Should open in Photoshop or placed into Illustrator.
