Where to get stock photos that can be re-sold with templates?

I'm helping a company design web templates that will be sold to the public as "skins" for 3rd party web applications.

The company wants these templates to include stock photos (i.e. smiling customer service reps; friendly staff; etc)

However, all stock photo sites I've reviewed (i.e. getty, corbis, istockphoto, etc) all say that the photos can NOT be resold with templates.

Where can I find stock photos that can be resold?!

Any help would be much appreciated.
