i have seen this done with html before. i want to open up new website and have a borderless window in the middle of the page. is this compatible is it a good ideas todo? best way thanks guys

Sounds like you are looking for an Iframe, google it.
There are lots of examples of how to use an Iframe, there are issues with the back button in browsers as well as SEs indexing the content within.
