Embedded link in an image

Does any one know how to do this?

I am trying to find out how to embed a link into an image for publishing on my site without having to use the link tag. Is this possible and if so how can it be done?

I don't know how to do it with a png, gif or jpg.

How about making it a 1 frame flash movie and use a ClickTag?
