Output is highly dependant on the quality of the original. Adobe Streamline is probably the most popular tracing software, CorelTrace is another.
The best bitmap to vector program I've ever used was (maybe still) developed by Jetsoft called Art-Scan. It does the trace straight from the scanner to an EPS vector file with uncanny accuracy. I have not done much with tracing in the last few years so I don't know if it's still available. It also works on existing scans to vector conversions. The interface is a bit clumsy but the output made up for that.
