When should text be graphics?

Headings, navigation, logos, etc

My boss wants me to change some of the text on the pages we use, simple headings that say 'Search' and the page number navigation links, into graphics.

My argument is it will be too much work to change in the future, and it won't resize.

Are these good arguments? Do you use graphics instead of text much?

I never use graphics instead of text. In addition to the objections you stated, graphics aren't indexed by the search engines, aren't too good for screen-readers or text browsers, greatly increase page load time, etc. Normally something creative can be done with text over a background color or image, which is a far better solution on all counts.

I typically use graphics instead of text when I need to use a specific font, or I need to add a drop shadow or glow to the text. I have a mirror of my websites folder hierarchy in which I keep all of the source graphic files. When I need to change the text of an image in /products/widgets/blue_widgets I can go to the same location on the mirror, open the source graphic, change the text and export. Well, to be honest, I just use graphics when my boss tells me to.

Yep, I use graphics when a certain font/effect is needed. Otherwise, use text, for all reasons stated above.
