What software (other than Photoshop) can be used to resize an image?

which one is from Macromedia? ...and which is the easiest to use?

Fireworks is Macromedia and it is very easy to use for this:

Click on the image, select the corner point, and drag to required size (shift to constrain). Or you can use modify > canvas > image size (mx).

But it's generally pretty easy to resize images in all of those mentioned above as they function in very similar ways.
