Need some good pictures

free if possible plus copyright issue

I am currently doing a web site on 'mortgages', i need some nice appealing pictures but dont know the cheapest or best place for free pictures.
It will be a commercial site but since its my own and dont have a high budget, im struggling for cash input as this is supposed to be a low budget site.

I have a couple of CDs full of stock images with watermarks that request you buy the image. Where do you stand in terms of copyright if you take the picture and modify it? ie delete backgrounds, flip the image back to front etc.?

Search in Google for "royalty free images [google.com]" and browse through the links.

Many of these sites have a small price of 50c to a dollar per image for royalty free use without worrying about the copyright. But then again, you can search for more clip-art cd's :)
