This is commonly done starting out with a table that is set to 100% Height and 100% Width. This table will always be maxed to the browser window. There are a few techniques required to get repeating backgrounds to give the appearance of continuing horz and vert lines or bars.
There are many free templates and or tutorials to be found on the web that will show you exactly how to do this.
I natively build website's using this technique, the only thing i will say about maxing for the browser res, is what looks full at 800*600 will look sparse at 1600*1200, unless you have a heck of a lot of content. i.e. webmasterworld is designed with the 100% browser width in consideration, but has the content to look spot on at nearly all resolutions.
One thing to look at is 100% table structures, with fixed width nav systems, as 20% of 800 is a lot different to 20% of 1600!
