Logo and Banner Designers recomendations pls

I've just done a search on G and I've found a few fairly affordable companies that create Logo's and banners (.gif and flash).

Can you guys recomend me some companies or forums where I can get some freelancers at really low rates? I want a very professional look here so I'm looking for someone who knows what he's doing.
