Please help,

I am looking for information on how to make the picture, which can be seen at this address.

Please note that this is not our header, but I really like it and would like to make it into something for our church page, but do not know how to...

You would create something like, with Macromedia fireworks, or photoshop. Fireworks lets you make images like that, with mouseover effects, and exports the images and html code into files for you. Dreamweaver is it's wysiwyg website creation software counterpoart. It can be tricky at first, but you could soon get the hang of it.

You can use photoshop, or Corel Photopaint, or Paint Shop Pro, but if you don't want to expend money, should tray The Gimp, is almost as powerful as Photopaint and Photoshop...

CorelDRAW Graphics Suite or Adobe Photoshop are the leading tools for such design work. Personally, I would recommend Corel. It is less expensive, includes more in the box (CorelDRAW illistration tool, Corel Photo-Paint image editing, and RAVE vector animation), has a less steep learning curve, and comperable power to Photoshop. I recently completed a review of Corel and really found it to be highly refined in its latest update, version 12. I have been using Corel for my web design work for years and it always met whatever challenges I threw at it.

Basically, the answer is you can do it in any graphics program that offers features such as: layers, transparency/opacity settings per layer (to fade the people's faces into the background), ability to create or guide the creation of an image map (for the navigation elements in the image so they're clickable), etc.

Gimp would be on the low end, eg. free
Paint Shop Pro or ULead PhotoImpact would be relatively inexpensive
Adobe Photoshop would be your top tier, most expensive.

Although you can do it with any program, the image you pointed at itself is made from Adobe PhotoShop:
Open it with NotePad and you'll see the PhotoShop sig at the top of the file.

Pretty much any application that can support layers and layer opacity.

Photoshop, Fireworks or Paintshop Pro being the main contenders. Paint Shop Pro is a fair bit cheaper than the others. Also note that you wont neccasarily need the latest version. A 2nd hand older version will cost you a lot less or may even be free.

If you are a student with a student ID, you can purchase any Macromedia products or Adobe products for about 1/5 the price of the commercial versions.
