Clip plays fine in Premiere 6, but skips after conversion for the web

I have an mpeg that I converted from a burned DVD (which I do all the time), and it plays fine when I play it in Premiere 6. But when I convert it to a .wmv file (Save for the web>Windows Media - Video>Broadband/LAN), it skips. Any tips on how to fix it?

Also, what other video editing software would you suggest? Any free ones?

hm.. not sure why that happens, have you tried using another tool? a DVD ripper?

That's one of the tools that I used to get to where I am now:

DVD Ripper
DVD2AVI
TMPGEnc (to mpg)

The mpg plays great. It's just when I try converting it is when it skips. Could it be the read/write speed of the hard drive of my laptop? It's fairly new, though. It's a Toshiba Satellite 1405-S171. Here are the specs:

1.5GHz
512MB DDR
30GB HD (not sure of the RPM's; if anyone knows, I'd love to know; may call Toshiba to find out)

I did an HD benchmark read/write test, and it looks like it lags in the beginning, but gets better. Here are the results from that test:

I may purchase a USB 2.0 enclosure for my 60GB 7200RPM HD. Would it work better if I converted it on that drive with my laptop? Even using USB 1.1 connection?

I also may swap out the HD for a faster one on this laptop.

If it could be something else, please do tell.
