How to use overlay graphics

Hi,

Can anyone point me towards a tutorial on how to use an overlay graphic of the type used for those annoying adverts?

I was thinking of someone like that used on the splash screen of [onestopphoneshop.com....] I'm guessing it's done using flash but beyond that I have no idea where to start looking.

Any help would be much appreciated.

its def. flash, but you can use other methods if you don't mind having square or rectangular boxes. do a search for a dhtml announcement box script. in the script, set the opacity to whatever you choose.
