using doubleclick links in redirects

is this against the TOS?

I just noticed for the first time this afternoon a redirect within the adwords redirect for a competitors site:

http*://www.google.co.uk/url?q=http://ad.uk.doubleclick.net/clk%3B5934817%3B8263340%3Bo%3Fhttp://www.xxxxxxxxxx.com/sa=l&ai=AnRDv-66L_A8tZkJ1cEciUmdAgCYlCgskLfAnGX5OCEAkOBAw4KQABEgiWAA&num=1

isn't this breaking their Terms & Conditions? how come google hasn't noticed it? does this mean that the advertiser is paying twice or is making money back?

They may have an agency handling their account for them , who use the doubleclick ad management system for all their ROI and campaign management.

I have seen it before, and (imo) nothing to worry about.
