Full flash sites on new window not allowed?

My website has an opening page prompting the user to choose between viewing the website in Flash or HTML. Once the user chooses, a windows open and loads the site.

I had received a message from Google saying they cancelled my campaign because my site has a popup. I think they are considering this type of sites a popup.

There are many websites out there, specially Flash sites, that load and open in a new window. Is Google penalizing me for loading my site in a new window?.

If what you say is the policy, then thats 80% of design and advertising agencies outta the window :)

Must be a mistake, Max - contest the ruling. They will reinstate the ads.

Sometimes I have noticed that Google allows sites with popups too. I guess the AdWords editors have installed the new Google toolbar ;)
