Is "Campaign" what google bases your ctr on or each "Ad Group"?

Will 1 "Campaign" with 30 "Ad Group" get you better position then 1 Adgroup

Google says: "ads earn their position based on performance (clickthrough rate, CTR) and CPC, so with a strong performance history, you could end up paying less to maintain the position of your ads.". My question is, if I have a "Campaign" with 30 "Ad Groups", will 1 click from each "Ad Group" count toward the (clickthrough rate) of the whole "Campaign" of words, bring my cost-per-click down and my position up, or is it each ad group (each word in each group) or do they base it on the whole "Campaigns" clicks?

It is not the AdGroup CTR/CPC that matters.
It is not the Campaign CTR/CPC that matters.

It is the keyword CTR/CPC. They decide the positioning of your ads.
