Adword setup: KW order matters even with brackets?

I set up three ad groups containing the same keywords but in different order.
E.g.:
Ad group 1 [kw1 kw2 kw3]
Ad group 2 [kw1 kw3 kw2]
Ad group 3 [kw2 kw1 kw3]

By accident I discovered that order seems to matter so I
set up a test like this example to see what what would happen.

After setting up the test, searches were done with different keyword order.

I got the impression from adwords.google.com that order only
matters between double quotes but not within brackets.

But, my ads only showed up when I searched with the keywords
in the same order as entered in one of the ad groups.

Perhaps the order of keywords in a search only results
in a preference for the ad keyword order within brackets.

My conclusion is that brackets work like double quotes!

Has anyone else arrived at this conclusion?

Brackets are for exact match. Quotes are for phrase match. If you put something in either brackets or quotes, it does matter what order, because you are requesting that the system only show your listings for that exact phrase.

Can anybody explain more eloborately advantages and difference of "" and [].

Brackets allow you to say that your ad will only appear when the user types this EXACT phrase, nothing more or less. Quotes allows you to say that your ad will only appear if the search query has that phrase in it. E.g. - [blue widget] will appear for blue widget - nothing else. "Blue widget" will appear for Free blue widget but not widget blue bonnet.
