Well Obviously, you want to measure your return on investment.. and in order to do it, you will have to run an Adwords campaign for at least whatever it takes to be able to measure if you achieved a convenient ROI. I believe there´s is no standard "amount of time" to measure true results. Some of my client´s campaigns took up to 3 months for my client´s to start observing results.
So I´d say, run your campaign for a time, keep in mind how much you are willing to spend on PPC advertising for the first time, until you can measure if PPC helped to increase your business sales (or whatever you are offering)

First, I'd test out some image and keyword ads on the content network to see what sort of CTRs, conversions, etc you find from that traffic source.
If it looks like there are certain sites from the content network contributing to a decent amount of your conversions - then it can be useful to test a site targeting campaign on that website.
