I know CTRs for content ads do not affect ads running on google.com but what about ads running on the search network? If they do affect the CPC of ads running on Google, have you experienced an increase or decrease in the CPC of ads running on google.com after opting into the search network?

Only Google search CTR performance matters when determining your ranking and costs. This could be good or bad depending upon your target audience. If AOL users are clicking and coverting like crazy but your Google users don't care, then you'll still end up paying more and moving further down the totem pole.

Ok thanks. It seems odd that they would leave that fact out of the small print at the bottom of every ad group yet bother to state the same for ads on the content network.
