The blue listings, what is the minimum cost to have these links? does anybody have an idea?

They are auctioned off. The formula is basically (click-throught rate * bid price) to determine rankings, so the ads that make Google the most money (are the most relevant)rise to the top.
The CPC for the top spot could be anywhere from $.01 to $100.00 or whatever the max bid is.
